Rebecca M. Breland, P.E.
Rebecca serves as the Senior Vice President of Community Preparedness. Her primary focus is working with the 19 electric cooperatives and community partners to develop market-ready sites, ensuring sites are competitive throughout the selection process for project decisions in electric cooperative service territory. She provides high-level consulting and product development services to communities, as well as to the organization’s global business development team. Rebecca is also responsible for identifying, developing and marketing sites and buildings within our service area. Additionally, Rebecca has oversight of the organization’s Site Readiness Fund (SRF) and ensures projects are completed within the fund guidelines.
Rebecca, a Registered Professional Engineer, joined the South Carolina Power Team in 2019 as Director of Site Development and served in that role for more than five years. She joined the organization from South Carolina Department of Transportation (SCDOT) where she served as an Assistant Program Manager for the Pee Dee Region and was promoted to Program Manager for the Waccamaw Region. She was responsible for the development of more than 30 SCDOT projects.
Prior to her time with SCDOT, Rebecca, worked for Alliance Consulting Engineers, Inc. where she was instrumental in completing more than thirty (30) Industrial Site Certifications with the South Carolina Department of Commerce, many of which were in cooperative territory.
Rebecca offers more than 15 years of experience in civil engineering, predominantly working in the field of economic development. Her strong technical background enhances the capabilities of the South Carolina Power Team and offers valuable site development expertise to the electric cooperatives and the communities they serve.
Rebecca is a graduate of Clemson University, with a degree in Civil Engineering. Rebecca and her husband, Branford, along with their daughters, Ellen and Olivia, make their home in Columbia, South Carolina.

Captain of her high school cheerleading squad and die-hard South Carolina Gamecock fan, Rebecca traded her garnet and black for orange and purple after pursuing Civil Engineering at Clemson University.
